Generating Teaching Effectiveness: The Role of Job-Embedded Professional Development in Teacher Evaluation

This Research & Policy Brief supports the thinking and efforts of state and district leaders who are designing and implementing evaluation systems that not only measure teacher effectiveness but generate it. The brief describes the federal policy changes that animate this work, highlights the research on how teachers learn best, provides guidance on how to assess teachers' engagement in learning and collaboration, and outlines the essential conditions for evaluation systems that generate teaching effectiveness.
