What Works Conference: Beyond Highly Qualified: The Development and Distribution of Highly Effective Teachers and Leaders

Goals

The 2009 What Works Conference “Beyond Highly Qualified: The Development and Distribution of Highly Effective Teachers and Leaders” focused on the primary issues outlined in the American Recovery and Reinvestment Act and the Elementary and Secondary Education Act, as reauthorized by the No Child Left Behind Act. Conference presentations ranged from strategies for states to ensure that all students have access to effective teachers to standards and models for teacher leadership to the implementation of response to intervention. Participants gained knowledge that equipped them with tools and talking points about the shift from "highly qualified" to "highly effective" teachers and the equitable distribution of such teachers to all students.

Summary

Sabrina Laine, Ph.D., TQ Center director, opened the 2009 What Works Conference with a presentation and keynote address introducing the conference theme: “Beyond Highly Qualified: The Development and Distribution of Highly Qualified Teachers and Leaders.” Dr. Laine also presented data highlighted in the TQ Center’s 2009 biennial report, America’s Opportunity: Teacher Effectiveness and Equity in K–12 Classrooms . These data illustrate the TQ Center’s work in states during the last four years as state education agencies have implemented the highly qualified teacher provisions of ESEA and have begun to shift their focus to teacher effectiveness and equitable distribution.
