I believe an easy way to elevate teacher engagement while keeping teachers in the classroom is simply finding out what they are thinking. It may seem so simple but by creating a vetted group of highly effective and accomplished teachers Connecticut, or any state, could have a sitting panel that simply responds via survey to a myriad of policy suggestions. The group could be representative of all grade levels, subject areas, special education, etc. and thus be a true polling of the profession. The group could be called into action on sharing information and could convene once or twice a year to help meet the needs of the teachers to be involved. Having a group like this would be minimally disruptive to classroom learning but would improve communication and add much needed critical insight to policy making decisions. The cost would also be as low as it could be since surveys are so easily utilized.
